Contract Term: 10 months (anticipated start December 1, 2025)
About the Role
Overview
ATS is seeking a qualified Senior GIS Programmer / Systems Analyst to support application development and operational activities for the Office of Information Technology’s GIS Program. This role is responsible for the design, development, enhancement, and ongoing support of enterprise GIS applications and services. The consultant will work with ArcGIS Server technologies, web-based GIS applications, and integrated systems such as Cityworks to support critical business and infrastructure functions.
This position follows a hybrid work schedule established in coordination with the hiring manager after onboarding, training, and issuance of equipment. The consultant may work remotely up to two (2) days per week (approximately 40% remote and 60% onsite). Fully remote or out-of-state employment is not authorized.
Duties and Responsibilities
- Design, develop, maintain, and upgrade GIS applications supporting enterprise and departmental needs
- Develop and support ArcGIS Server–based web applications and services
- Perform application maintenance, troubleshooting, and performance optimization
- Configure and support Cityworks integrations and associated GIS web services
- Repair, enhance, and upgrade existing Facilities and Utility toolsets developed in Visual C# using Visual Studio 2010 (IDE) and the ArcObjects SDK 10.1
- Analyze program and production issues and implement effective resolutions
- Develop and maintain database queries, stored procedures, and reports
- Create and maintain reports using SQL Server Reporting Services (SSRS)
- Collaborate with technical and business stakeholders to support GIS system enhancements and upgrades
Minimum Qualifications / Required Skill Sets
- Minimum of five (5) years of experience developing and modifying applications using J2EE, .NET, JavaScript, HTML, C#, and Python
- Hands-on experience with Esri ArcGIS technologies, including:
- ArcGIS Server
- ArcGIS APIs and ArcGIS JavaScript API
- ArcGIS Web AppBuilder
- Collector
- ArcSDE
- ArcGIS Mobile
- Experience using ArcGIS ModelBuilder and Python for geoprocessing and automation
- Strong working knowledge of SQL, including triggers and stored procedures
- Experience analyzing, troubleshooting, and resolving application and production issues
- Strong understanding of relational database concepts, with preference for Oracle and SQL Server
- Excellent verbal and written communication skills
Preferred Qualifications
- Bachelor’s degree from an accredited college or university in Business, Computer Science, or a related field
- Five (5) years of experience in systems analysis, change management analysis, project management, program analysis, or a closely related discipline
- Recent experience supporting or working with a government entity
